As a delegate or representative of Ukraine took part in various sessions, meetings and conferences of the United Nations and other international organizations: 38-55th Regular Sessions (Plenary, Forth, Fifth and Sixth Committees), as well as 14-23rd Special Sessions and a number of Emergency Sessions of the UN General Assembly. Vice-Chairman of the delegation of Ukraine at the 53, 54 and 55th Session of the UN General Assembly. Chairman of the delegation of Ukraine at the 59th Session of the UN Commission on Human Rights (2003), Regular Session of ECOSOC of 2003.

Headed delegations of Ukraine at the 3rd Session of the Preparatory Committee for the 2000 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons; 9th Session of the UNIDO General Conference (2001); 132nd Session of the General Assembly of the International Bureau of Exhibitions (2002); 28th International Conference of the Red Cross and Red Crescent (2003).

Participated also in the Third UN Conference on the Law of the Sea (1982-83), 6-8th Sessions of the Ad Hoc Committee on the Drafting of an International Convention against the Recruitment, Use, Financing and Training of Mercenaries (1987-89), 34-35th Sessions of the UN Committee on the Peaceful Uses of Outer Space (1991-92), UN Conference on Straddling Fish Stocks (1994-95), several international seminars on the problems of Peace-keeping, Sanctions Liaison Group meetings (Vienna, 1994-95).

Representative of Ukraine at the 36th and 37th sessions of the UN Committee on Programme and Coordination (1996, 1997). Elected as Rapporteur of the 36th Session of the CPC. Served as Vice-Chairman of the Ad Hoc Committee on the Drafting of an International Convention against the Recruitment, Use, Financing and Training of Mercenaries. Also served as Vice-Chairman of the 18th Meeting of the States Parties to the International Covenant on Civil and Political Rights (1998).

Member of the Delegations of Ukraine at the OSCE Ministerial Meeting (Budapest, December 1995), London International Meeting on Bosnia (July 1995), First and Second London Peace Implementation Conferences (December 1995, December 1996), Ankara Donors Conference for Bosnia and Herzegovina (March 1996). As member of official Ukrainian delegations, in 1994-2001 on several occasions visited the Federal Republic of Yugoslavia, the Republic of Croatia, the Republic of Bosnia and Herzegovina and the Republic of Macedonia for bilateral consultations on the issue of Balkan settlement.

Also headed official delegations of Ukraine for bilateral political consultations with Algeria, Belarus, Belgium, Brazil, China, Colombia, Egypt, Estonia, Finland, Germany, Hungary, Indonesia, Iran, Israel, Japan, Kuwait, Latvia, Libya, Malaysia, Mexico, Moldova, Morocco, Netherlands, Pakistan, Poland, Peru, Republic of Korea, Russia, Singapore, Slovenia, South Africa, Switzerland, Thailand, Turkmenistan, United States, Vietnam.

Co-Chair of the Ukrainian-American foreign policy Committee.

As member of Ukrainian delegations headed by the President, Prime-Minister or Foreign Minister, visited Switzerland (1996, 1997), Federal Republic of Yugoslavia (1996, 2001), Denmark (1996), Norway (1996), Slovenia (1997), Austria (2001), Lithuania (2002), Turkmenistan (2002), Russian Federation (2000, 2001, 2002, 2004), India (2002), United States (2003), Germany (2004), Macedonia (2004), Uzbekistan (2004).

Member of Ukrainian delegations at the Ministerial meetings between Ukraine and the European Union "Troika" (Rome, 1996, New York, 1996, 1998, 1999, The Hague, 1997); Summit Meeting of the Heads of Government of the Central European Initiative (Skopje, 2002).

Deputy Head of Delegation of Ukraine at the XII Ministerial Conference of the Movement of Non-Aligned Countries (New Delhi, April 1997). Head of Delegation of Ukraine at the XIII Conference of the Heads of State or Government of the Non-Aligned Movement (Kuala Lumpur, February 2003), as well as at the XII Ministerial Meeting of the Coordinating Bureau of the Non-Aligned Movement (Cartagena, May 1998). Member of the delegations of Ukraine at the 35th Session of the Assembly of Heads of State and Government of the Organization of African Unity (Algiers, July 1999); 29th Session of the General Assembly of the Organization of American States (Guatemala, June 1999).

In April-May 1994 served as electoral observer for the United Nations Observer Mission in South Africa.

Representative of Ukraine to the UN Security Council in 2000-2001. In March 2001 served as President of the Security Council.

As a member of special missions of the UN Security Council visited Kosovo (April 2000), Sierra Leone, Guinea, Mali, Nigeria, Liberia (October 2000).

During 2006 Chaired the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization

Holds diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

State Awards: Order of Merit, III Grade (Ukraine), Cruzeiro do Sul (Brazil).

Knowledge of foreign languages: English, Russian.

Married to Iryna YELCHENKO. They have one daughter.
